Different tire pressure specs inside/outside US?

My mom has a 530 and I noticed something strange in the manual (and the door jam) regarding tire inflation pressures.

Outside US/CDN:
4 people: 29F/33R
5 people + luggage: 33F/41R

US/CDN:
33F/41R

Why would BMW specify the same tire pressure regardless of load if you're in the US or Canada? Obviously, their outside North America specs make more sense: higher pressure for more weight. The only explanation I can think of is liability in the US, and for some reason they deem higher pressures safer.

Any thoughts?
